Public bug reported:

pmtu.sh is a network selftest that was introduced on 4.17. It is
currently failing on 4.18. After revert of ccd740cbc6 "vti6: Add pmtu
handling to vti6_xmit.", it passes.

The fail is in the nature of holding netdevices refcounts, so some
network operations start hanging, including the loading and removal of
network modules.
