Hello! I've tested the rc1 release kernel (4.19.0-041900rc1-generic), and sure enough, the bug persists. WiFi hard-blocked after suspend-resume.
Driver issues can be ruled out as I've installed a new wifi card form intel (Wireless 3165, iwlwifi driver: 4.19.0-041900rc1-generic, firmware: 29.1044073957.0) and the problem exists with both the cards, on both the kernel versions. As far as I know, from dmesg, reports that some hardware switch is being flipped, while there is none on my model (HP AB035TX - Manual here [0]). The 'Airplane Mode' key only works on soft blocks.
