At first, when I connected to a VPN and didn't see the network icon gain
a lock, I thought my VPN was broken... then I searched endlessly for a
reason the icon wouldn't change, then I gave up. Then, it hit me,
*maybe* the icon is missing from the high-contrast set, which I had
recently changed to. So, I changed the icon set to Humanity, and there's
the padlock when I connect to a VPN, just like I expected. I cannot find
a repository for the high-contrast icon set, or I'd contribute one. So,
I'll open this bug report instead. I do see a similar issue was raised
for other missing icons: https://bugs.launchpad.net/ubuntu/+source
/gnome-themes-standard/+bug/1644662 The VPN icon must have been missed.

I'm on the Bionic release of Ubunutu, I'm running Unity (I can't be
bothered to re-learn Gnome, sorry).
