Shim 15+ includes the fix for this chainloading trick; you should now be
able to chainload from:

tftp shim -> tftp grub -> disk shim -> disk grub

That shim 15+ version is in cosmic for now; pending more investigation
into the relocation bug that was identified in bionic.
