It is included in the 10.1.35 version of mariadb-server. It is going to be deployed with the next update of mariadb-server. If you do not want to wait you can install this version from mariadb official repositories: https://downloads.mariadb.org/mariadb/repositories/#mirror=edatel For the record, workaroung to this is commenting timezone option in the '/etc/mysql/mariadb.conf.d/50-server.cnf' file before the upgrade.
