I have the same problem. I used ppa-purge to remove the ppa graphics
drivers. I noticed it's now deselcted in Software & Updates > Other
Software. I've successfully run sudo apt update, sudo apt upgrade and
sudo apt dist-upgrade. Finally when running sudo do-release-upgrade it
still couldn't calculate the upgrade.

I did notice in Software & Updates > Additional Drivers that the NVIDIA
binary driver version 384.145 (proprietary) is still selected. Will this
block the upgrade?

How else can I determine what software is preventing the upgrade, if
that is infact the problem?
