Looks like `automatic-interface-scan`, which is a default option in BIND
9.10, is supposed to handle this. But in this case, even though bind9
listens on the new IP address, it still allows queries.

I tried forcing the issue using `rndc scan`, but I still could not use
the new IP address to query DNS.
