You probably don't need to reinstall Feisty. Since this is a kernel issue, if you start Gutsy with the old kernel (2.6.20.16), hibernate and suspend should work (hibernate does for me; I don't use suspend). I did a vanilla upgrade, so I'm pretty sure that the old kernel is still available by default (although if Ubuntu is your only OS, I think it's configured to skip the grub boot screen so you may need to do some grub editing to start the old kernel).
