Yes, I have same hardware, and I did verified that it's fixed since
Linux 4.17. If you are interested in proper suspend functioning of Linux
4.18 on Dell Venue 11 Pro 7140 you also could contribute this bugreport:

Unfortunately, I don't know. All I know is that suspend and wakeup works
now since Linux 4.17.
