Whenever the system locks after closing the laptop lid for a period of
time and I try to resurrect the screen is frozen not on the lock screen
but on the desktop. Eventually this transitions to the laock screen but
still freezes. I can move the mouse the entire time. Eventually after a
period of time I can access the password screen and all is normal but
total duration can be 2 minutes or more. In 18.04 I did not have this
issue.

I have marked it as a security vulnerability as if I close my lid and
sensitive data was visible on screen opening the lid will show this
instead of the lock screen.
