I started experiencing this bug when I upgraded 16.04 LTS to 18.04 LTS a few days ago, following a month or so of nagging by the software updater.
I also had a problem with this package during the upgrade process. A graphical box was popped up asking me if I agreed with the license terms, but there was no means of accepting or declining, just a button saying (IIRC) "Forward".
