  do-release-upgrade checks to see if you have all available updates installed 
before allowing you to upgrade to the next release, however it doesn't take 
into account phased-updates subsequently it forces you to install updates which 
are under phasing (or have stopped phasing) before upgrading. This is not ideal 
as updates have stopped phasing for a reason and may end up negatively 
affecting your system before the release upgrade.
  
  [Test Case]
+ 0) Ensure that there are updates with a Phased-Update-Percentage of 0 use 
http://people.canonical.com/~ubuntu-archive/phased-updates.html as a guide. 
  1) Install all available updates for your release using update-manager (which 
respects phasing)
  2) Run 'do-release-upgrade', 
'/usr/lib/ubuntu-release-upgrader/check-new-release-gtk', and 'update-manager 
-d'
  3) Observe a message re "Please install all available updates"
  
  with the version of ubuntu-release-upgrader from -proposed following the
  actions in step 2 should allow to upgrade to the next release of Ubuntu.

  Hello,
  
  I want to upgrade to 18.10.
  So I start update-manager GUI then update some packets.
  At End it ask me if I want to upgrade. I answer Yes.
  But update-manager close. Nothing happens.
  
  I run it under terminal and get this message:
  Please install all available updates for your release before upgrading.
  
  Why GUI don't show this before close?
