I am not able to reproduce this bug. I have 7.10 installed with the
latest updates. The steps I'm taking to reproduce this:
Open fresh document
Select Format > Paragraph
This window opens successfully
I change some random values, select OK
Done. No crashing.
Open a .doc file I had lying around
Repeat above steps
No bug.
I am using OpenOffice.org 2.3.0 (based on Help > About)

Sourcepackagename: None => openoffice.org
Status: New => Confirmed
