The test case seems wrong to be. grub-pc is perhaps the bios grub?
Anyway, I have:

$ apt-cache policy grub2
grub2:
  Installed: (none)
  Candidate: 2.02-2ubuntu8.9
  Version table:
     2.02-2ubuntu8.9 500
        500 http://archive.ubuntu.com/ubuntu bionic-proposed/universe amd64
Packages
     2.02-2ubuntu8.7 500
        500 http://archive.ubuntu.com/ubuntu bionic-updates/universe amd64
Packages
     2.02-2ubuntu8 500
        500 http://archive.ubuntu.com/ubuntu bionic/universe amd64 Packages

GRUB_TIMEOUT=0 is now in /etc/default/grub and the boot delay is gone!
