Public bug reported:

The 'Turn off Wi-Fi to save power' setting defaults to ON.

Toggling 'Turn off Wi-Fi to save power' to OFF causes the wifi device to
be soft blocked.

BEFORE$ sudo rfkill list all
0: hci0: Bluetooth
        Soft blocked: no
        Hard blocked: no
1: phy0: Wireless LAN
        Soft blocked: no
        Hard blocked: no

AFTER$ sudo rfkill list all
0: hci0: Bluetooth
        Soft blocked: no
        Hard blocked: no

        Soft blocked: yes
        Hard blocked: no

$ lsb_release -rd

$ apt-cache policy gnome-control-center
