I have this exact same problem too. Upgraded from 16.04 (which ran just fine) to 18.04, now get a 30 second delay before boot, with this "failed to connect to lvmetad. Falling back to device scanning Gave up waiting for suspend/resume" error.
Not sure what help I can be at this point, but should anybody think they could do with additional data in this regard, give me a shout.
