Can confirm that this is reproducible with the standard Ubuntu session in 18.04.01 and 18.10, tested both with the vanilla install with no updates and also fully updated.
However, notice a few things: - If you repeatedly click the checkbox it will sometimes trigger the authentication window - The issue is *only* reproducible when the user do not have the permission to apply the changes (ie. before triggering the authentication window).
