Reproduce steps:
1. Install openSUSE 15.0
2. Online upgrade to Tumbleweed
https://en.opensuse.org/openSUSE:Tumbleweed_upgrade
3. Install snapd from https://software.opensuse.org/package/snapd -> Tumbleweed
-> Show experimental packages -> 1 Click install
4. Reboot (if wanted)
5. Observe
