I experienced the same problem (wired AND wireless both down) on KDE Neon 18.04
Tried several things - plug in a LAN cable - restart network service - 2 reboots - checked that my router was not down (I had internet access on my cell phone wifi) The laptop is dual boot W10-KDE Neon Booting W10 --> I have network connection again. Boot KDE Neon again --> network wifi and Ethernet works again Unfortunately I cannot provide debug/error msgs as the problem was quickly solved by booting W10 and up to now it has not occured anymore.
