Does not seem to affect Debian. On a Debian 9 Stretch system:

$ apt download python-diamond  
Get:1 http://ftp.fi.debian.org/debian stretch/main amd64 python-diamond all 
4.0.515-4 [40.2 kB]
Fetched 40.2 kB in 4s (9704 B/s)

$ dpkg-deb --contents python-diamond_4.0.515-4_all.deb

Gives a listing with a populated directory /usr/lib/python2.7/dist-
packages/diamond/.

I've subscribed ~bhavi to this bug since he's authored the Ubuntu-
specific change.
