This is 100% repeatable. This is OpenOffice related problem, since it seems to depend OpenOffice internal file functions.
I am using en_US locale on Ext3 file system. Looks like OpenOffice titlebar filename is also garbage (unfiltered UTF-8) when you open file åäö.odf.
