Public bug reported:

A transition to PHP 7.3 is now possible (since the pcre2 MIR was
recently approved), but the server team consider it too late in the
cycle to manage the transition, and are deferring this work to Disco+1.
This will leave PHP 7.2 in main.

We consider it harmful to release with two versions of PHP at once, so
please remove src:php7.3 from Disco. I can't find any reverse
dependencies impacted by this right now. src:php-defaults is in the
release pocket and contains an Ubuntu delta locking us to 7.2 for now.

src:php7.3 will presumably need blacklisting from autosync if removal is
done before DebianImportFreeze.
