Here is a really ugly hack that lets HAL/G-P-M work with the odd brightness levels mentioned. There is a README inside the tarball. You have to hard code the legal brightness levels in an FDI file and add some sh script to some HAL scripts. It only works for devices that use the sysfs interface to set brightness but could easily be adapted.
