do you have that SRU installed, https://launchpad.net/ubuntu/+source /gnome-shell-extension-ubuntu-dock/63ubuntu1.18.10.2 ? It should resolve the dock on login screen issue and could well resolve the other problems. it would also be good to know if those having the problem use extensiosn and which ones
