I have the same problem with download. I can download using scripts from 3.1, but resulting rules does not work with 3.0, shipped with ubuntu. Rule can't be created, but it passes all traffic, no matter which country it is from. iptables -I INPUT -m geoip ! --src-cc RU -j DROP allows traffic from Japan... although module built and running on Centos 7 works...
