I experienced the regression mentioned in earlier comments on my freshly installed and updated Ubuntu Server 18.04 with 2.02-2ubuntu8.12 with EFI and boot on LVM.
Dowgrading to 2.02-2ubuntu8 restores previously expected behaviour in regards to hidden timeout and timeout.
