I've experienced this issue with bluetooth being unavailable after a suspend for a quite long time (Ubuntu 18.04, 18.10). Sometimes after a resume I think I'm even unable to connect to the wifi.
$ uname -a Linux bacon-xps 4.18.0-15-generic #16-Ubuntu SMP Thu Feb 7 10:56:39 UTC 2019 x86_64 x86_64 x86_64 GNU/Linux I have however found a trick that allows me to fix the bluetooth (on my machine) without the need of a reboot. To get bluetooth (and wifi) working again I do the following steps: 1. Resuspend the machine 2. Disconnect AC charger if connected and reconnect it. (Not necessary if running on battery power) 3. Resume 4.
