My observations: As changing pdftops-renderer does not seem to make a difference, probably only one of the programs is installed and thus used in all cases?
According to Dependencies.txt, libcairo2-1.15.12-1 seems to installed, which AFAIK is affected by the problem described e.g. here: https://github.com/Kozea/WeasyPrint/issues/705 I have no explanation though, how the pdf (which, by itself, does not seem to contain the error, AFAIAC) would run through the cairo pdf backend ...
