Public bug reported:

Bluetooth does not seem to be working for the Ubuntu Bionic 18.04.2
preinstalled-server image released for raspi3 on arm64. At present, it
seems that the `pi-bluetooth` package provided in raspbian is missing
from the current ubuntu package list. I suspect bluetooth it self not
functional due to the missing udev rules provided by this package.

Reading the wiki, it doesn't seem that `pi-bluetooth` is provided by any of the 
Optional PPAs either.

I can manually hciattach the bluetooth device, as described in the 
raspberrypi.org forum post bellow, however I’m having trouble maintaining a 
pared connection using bluetoothctl and a ps4 controller that was previously 
working on raspbian.
