I faced problems with I219-V too. I have a dual boot with Windows 10 setup. was getting 10mb/s Lan Link speed. The problem is resolved (working for now... I think) am seeing 100mb/s Link speed
Had to go into BIOS and disable Windows specific features in Advanced mode changed CSM -> UEFI (Dont know what these do) and disabled Fast Boot Thanks TJ (comment #17 above) Havent tried changing the Power management inside Windows (will try that next..
