Kalin Stoyanov, I had slowdown on boot even before X-session with ivrs_ioapic param. Can not remember fan noise in X, so there was no heavy cpu usage. Sorry for such long response - no email notifications from launchpad. Have you tried acpi=noirq instead of pci=noacpi?
