This is a similar bug to the one regarding using a proxy, but I'm NOT
using a proxy.

$ lsb_release -rd

$ do-release-upgrade -c

A thing I note: python3-update-manager (Version: 1:18.04.11.9) utils.py 
url_downloadable doesn't seem to know about https.
