I have a similar problem affecting OpenOffice.org 2.3.0 on Ubuntu 7.10, apparently only affecting ö in the Bitstream Vera Sans font, and reproducible only when I open a particular document (namely my CV) as the first document in a particular run of OpenOffice.org. In that situation, any ö typed or pasted into a Writer window becomes a character looking similar to a caret (^), and this continues in PDF exports. However, if I copy the character and paste it into another application, even with the same font, it is pasted as a ö.
