It seems that there is a difference in behaviour between Xorg and
Wayland session.

Xorg produces the on/off display cycling, but under Wayland the lock
screen works exactly as expected.

  Ubuntu Desktop 18.10 with GNOME. Fresh installation.

  Expected behaviour:
  Locking the session via Superkey+L turns connected monitors off after short 
period of time and puts them into sleep mode.
  
  What happens:
  Session gets locked, but Ubuntu seems to be unable to keep both of my 
monitors in sleepmode. Both monitors are blackened shortly after locking the 
session, displaying sort of "no signal, going to sleep", but are getting turned 
on a few seconds later to show the Gnome lock screen. Then they are turned off 
and repeating "no signal, going to sleep". This cycle repeats untill the 
session gets unlocked or the PC goes fully to sleep.
  
  Disabling extensions and removing all USB devices didn't change this
  behaviour. Previously used KDE which handled lock screens as expected.
