Yes, that does explain it. /run/netplan/<interface>.yaml is written automatically by initramfs- tools when booting with a remote root (ie. iscsi); so this does check out: for example, 'critical' is required in that case, otherwise as soon as someone runs 'netplan apply' the network will go down and you might have filesystem errors.
