Thanks François, this command did enable the feature for me: dconf write /org/gnome/shell/extensions/dash-to-dock/scroll-action "'cycle-windows'"
Any features that the Unity 7 Dock has by default, should also be default in Ubuntu's GNOME dock in my option. It took a lot of effort to get those default features into the Unity 7 dock, so by default put them also into the Ubuntu Unity Dock, so that effort does not have to be repeated. I don't think you'll get many complaints if you make this default.
