Public bug reported:

This is one of those things that happens apparently randomly from my
(the user's) point of view.  Occasionally, when I right click on a dock
icon to bring up the menu, the menu doesn't really respond to clicking
on the commands, and then stays on my screen even after the dock auto-
hides itself.

I can try clicking on the various commands in the menu, but nothing
happens. The menu remains on screen even when I switch applications or
virtual desktops.

I'm using whatever the latest packages are for Gnome and the Dock
extension that come with Ubuntu 19.04.

The only way I've found to resolve this has been to log out of my Gnome
session and log back in.  I've been searching for a way to kill the Dock
and restart it, but haven't found anything in my web searches.
