what do you mean there? GNOME can't really control what websites are
doing, if chrome(ium) has the issue and not firefox it suggests it's
possible to get it right and the issue is rather on the Google
webbrowsers side.

Also the browser could make it obvious and e.g display an icon on the
tabs, the same way they do it for indicating that a tab is playing sound
