Public bug reported:

Invoking "sudo apt update" from the CLI produces the following output:

david@srvbuntu:~$ sudo apt update

Hit:3 http://archive.ubuntu.com/ubuntu bionic InRelease

'std::runtime_error'
  what():  random_device::__x86_rdrand(void)

The error appears every time an update command is issued, but is not
associated with a particular repository. This is not a totally new
error, but has resurfaced since the last kernel update. I can't update
my system (18.04 LTS)
