Verification-done for cosmic: I've installed from mini.iso to get an Ubuntu Desktop; both 01-netcfg.yaml and 01-network-manager-all.yaml are present on disk as expected. After installing netplan.io 0.96-0ubuntu0.18.10.3 I can see the netplan-* connection from the installer in the Gnome Shell dropdown for the network, and in gnome-system-settings.
