The issue does not really exist in Disco as there the linker will not pull in 
the uncommon libs.
So only if you add libs on your own you might miss some extra -dev packages, 
but then you already modified the system config manually.

Therefore this only will be critical if/once we ship 18.11.1 to Disco
which then should already carry this fix.
