This looks like a truly ancient bug: #12072. And a slightly less ancient
one #38535. But here it is in 19.04.

Every time I log into gnome, I see a "System problem detected" dialog. I
click on the button to report the problem, and the dialog disappears.
While the dialog is up, the update-notifier icon is in the dock to the
left. It disappears with the system problem dialog. I'm guessing it's
that that breaks, but there's no other visible indication of what it is
that's crashing. It's really annoying. :-) Annoying enough I'm
considering just removing update-notifier, but it wants to remove
ubuntu-desktop-minimal ubuntu-release-upgrader-gtk update-manager as
well, which maybe doesn't seem like a great idea. But maybe it's the
only way...
