I downloaded the ogg test file from the link provided in Benjamin's comment #0
Testing on W10 with audacity-2.3.3-alpha-252-88dc11f525215cea57f7a89b0038fc7d40a50149 This formerly problematic ogg file I can now import properly into Audacity with drag&drop and File>Import. I can also File>Open the test ogg file. So there no longer appears to be a problem on Windows with is particular ogg file.
