Maintainer Florian Müllner in https://gitlab.gnome.org/GNOME/gnome-shell/issues/1332 says: "Correct, it's the responsibility of the caller to add scrollbars if a menu may exceed the screen height. That is, this is a bug in the appindicator extension, not gnome-shell."
