Thank you for your report. The mysql log
(Logs.var.log.mysql.error.log.txt) shows that mysqld was failing to
start even before the upgrade, e.g.:

190529 15:55:01 [ERROR] Do you already have another mysqld server running on 
port: 3306 ?
190529 15:55:01 [ERROR] Aborting

Since it seems likely to me that this is a local configuration problem,
rather than a bug in Ubuntu, I'm marking this bug as Incomplete. If
indeed this is a local configuration problem, you can find pointers to
get help for this sort of problem here:
