Ec2-hibinit-agent is needed on EC2 images.

There are no outstanding nor historical security issues.
This package and the upstream source are based on hibagent which have been 
reviewed by the Security Team, but a new review is probably warranted.

There are no outstanding bugs but a TODO in packagin which may need some effort 
to clear:

 Use proper upstream tarball
