I just tried this out and was unable to reproduce. Note that I tested on
a bionic-rocky that was upgraded from bionic-queens, with the following

I'll also add some snapshots using the heat dashboards. It's possible a recent 
openstack-dashboard change has fixed this. Can you see if you're still able to 
recreate?
