Hi,

With the latest version of bzip2, 1.0.6-8.1ubuntu0.1, I am unable to
extract several archives from nvidia.com. For example with archive:
https://developer.download.nvidia.com/embedded/L4T/r32_Release_v1.0/jax-
tx2/BSP/JAX-TX2-Jetson_Linux_R32.1.0_aarch64.tbz2

Exactly the same archives work perfectly fine with bzip2 version 1.0.6-8
(the previous release before 1.0.6-8.1ubuntu0.1.

I am experiencing these issues with bzip2 1.0.6-8.1ubuntu0 on both
Ubuntu 16.04 and 18.04. Here are details to reproduce the issue:

It is possible that the compressed file(s) have become corrupted.
You can use the -tvv option to test integrity of such files.

You can use the `bzip2recover' program to attempt to recover
data from undamaged sections of corrupted files.

bzip2: Deleting output file JAX-TX2-Jetson_Linux_R32.1.0_aarch64.tar, if
it exists.
