Okay, it's now the middle of 2019 and my Ubuntu 19.04 is still
presenting the same bug.

It will grab some ISOs and others it will quietly ignore. The only
indication of an error is the unhelpful message:

   isoinfo: Unable to find Joliet SVD

on the terminal if the application was started from a terminal. My
problem was with the file

   -rw-rw-rw- 1 bob bob 286261248 Jul  6 10:08
Downloads/bionicpup32-8.0-uefi.iso


I was able to burn this onto a USB flash drive using dd and all works fine.
