The correct way to edit this file is documented in comments in the file itself. That said, it is a cumbersome and error-prone procedure. The grub-configuration-improvements specification proposes a reasonably straightforward (if not necessarily pretty) approach to protecting users from shooting themselves in the foot here, and this is on the development roadmap for Ubuntu 8.04.
